Does anyone know anymore about the club 'buying the land from the council'?

It looks like a deal (price and terms) has been agreed in principle. The sticking point is that Forest are saying that they want all planning permissions for ground improvements and in particular for the residential/ commercial housing that will help fund the project before they commit to buying.
The Borough Council have made a statement saying the planning consent is being assessed in the normal way. I can't help thinking it is a bit of a bind for the County Council that they own and want to sell the land, but the Borough Council are responsible for the planning application. How can the County Council guarantee the permission is granted?
